What is a Firearm Safety Certificate?

An FSC documents that you passed California’s firearm safety and basic law test. Unless exempt, you need a valid FSC when purchasing or acquiring a firearm through a dealer. It lasts five years.

Why it matters.

Learning before you buy helps you understand safe handling, storage and ownership responsibilities. An FSC is a starting point; hands-on beginner training helps you become familiar with your firearm. It does not authorize concealed carry or replace purchase eligibility checks.

Testing and preparation.

The test has 30 questions; pass with at least 23 correct answers. Applicants must be at least 18 and bring a California driver license or DMV identification card. Passing the test does not establish eligibility to buy every firearm.

The $25 test fee includes two attempts with the same instructor if needed. A retest requires a wait of at least 24 hours. Study the official DOJ guide before your appointment.

Upcoming California change: January 1, 2029.

California enacted SB 948 in September 2026. Beginning January 1, 2029, FSC applicants will need an additional training course of at least four hours completed within the prior year, including safety, handling and live-fire exercises. This future requirement is not the current 2026 testing process.

Recent law already in effect: safe storage.

Since January 1, 2026, California generally requires firearms in a residence to be securely stored when they are not carried or readily controlled by a lawful authorized user. Plan for secure storage before purchasing.
